I don’t see how it could possibly be illegal to take professional photos on the beach. I see calendars all the time with photos of Hawaiian beaches on them.

The U.S. Supreme Court has ruled that you have no reasonable right to privacy outdoors. The standard is any time you have a reasonable expectation of being seen or photographed — on a public street, or on the beach — then you have given up your right to privacy. This does not apply to public bathrooms, where you wouldn’t expect to be photographed doing whatever it is you are doing. Of course, if your subject agrees to that kind of thing, it’s not illegal.

Edit: The above applies to noncommercial photography. I am not aware of any regulations from the city of Honolulu or the state of Hawaii for commercial photography.

If you are going to take professional photos in a city park, beach, street or public area you need to have a permit. One day permits are $20, one month permits $100 and one year permits $1000. The month and year permits are not allowable on weekends. You must also have liability insurance and name the city and county as co-insured. State parks need a state permit and I don’t know the regulations for that. I just called the office at 808-768-3440 and talked to the woman there. She can explain everything.
