Best place in hawaii to live / surf ?

if you dont have a car , the closer to the beach the better , i dont think you can bring your board on the bus.
waipahu to waianae are cheaper as far as rent etc.
as for surf… the north shore is best after you have some experiance , stick to the south shore to learn the basics
